We can make only 1 equation , but there are two variables, it is clear that their relative speed is 20 km / hr, ie B is 20km/hr faster than A. But individual speed cant be determined.

The distance which car B has to cover to meet car A is 60km, but not with his own speed, but with relative speed of car A and B.
So relative speed is A-B and distance is covered in 3 hours so this relative speed is 60/3 ie 20km/hr.
But we do not know the speed of B so cannot find individual speeds.
