The Constitution of India does not prescribe qualifications for membership of the Union Public Service Commission (UPSC) because the President of India has the discretion to determine the composition and strength of the commission.

The Union Public Service Commission (UPSC) is a constitutional body that conducts examinations for recruitment to various services and posts under the Union and State Governments. The Constitution of India provides for the composition and functions of the UPSC under Articles 315 to 323.
Assertion (A) states that no qualifications have been prescribed for the membership of the UPSC. This is true as the Constitution does not lay down any specific qualifications for the members of Union public service Commission(Doubt point-always read questions carefully, it says no qualifications prescribed for the UNION public service commission which is true because the qualifications provided under ART-316 is not of UNION public service commission but of state public service commission or psc, if the Assertion said no qualifications prescribed for the PUBLIC SERVICE COMMISSION then it would have been false but here it asked UNION).

Reason (R) states that the Constitution does not fix the number of members of the UPSC. This is also true as the Constitution only provides for the composition of the Commission and leaves it to the discretion of the PRESIDENT to DETERMINE the NUMBER of MEMBERS. Currently, the UPSC consists of a Chairman and ten members appointed by the President. Therefore, both Assertion (A) and Reason (R) are true. However, Reason (R) alone does not provide a correct explanation for Assertion (A) as the two statements are independent of each other.
