    Given- Number of places- 4 nos
    Population- 40 Lakhs
    Duration- 4 hr
    No. of steams- 3 nos (Discharge of each steams= 1100 L/minute)
    Solution :
    Total Quantity of water required = 4(places) X 3(steams) X 1100 (L/min) X 60 X 4 (hours)
    = 3168 kilo liters ~ 2880 kiloliters (According to options take nearest value)

    Total quantity of water required = No of fires x Discharge x Time of each fire.

    = 4 x (3 x 1000) x (4 x 60) = 2880000 liters = 2880 kilo liters. (where, 1000 liters/minute is discharge of each stream)
