The President of India appoints the members of the Council of Ministers, on the advice of the Prime Minister. The Council of Ministers is also known as the Cabinet, and is the highest executive body in India.
Article 75 of the Indian Constitution deals with the appointment, tenure, responsibility, qualification, oath, and salaries and allowances of the ministers.
The Council of Ministers is made up of the Prime Minister and other ministers, which include Cabinet Ministers, Minister of State, and Deputy Ministers. The total number of ministers cannot exceed 15% of the total strength of the Lok Sabha.
The Council of Ministers advises and aids the President in carrying out their functions. Most executive decisions are made in the Cabinet, which is why it is the driving wheel of the government.
