    According to Article 75 clause 3, the
    Council of Ministers shall be
    collectively responsible to the Lok
    Sabha(House of the People).

    Council of Ministers:
    ◦ Prime Minister and other
    Ministers are collectively
    known as Council of Ministers.
    Three categories of the
    Ministers viz Cabinet
    Ministers, Minister of State
    and Deputy Ministers.
    All of them are appointed by
    the President of India.
    The total number of ministers
    cannot exceed 15% of the total
    strength of the Lok Sabha.
    Every Minister is responsible
    for the acts of the officers of
    his department.
    He has to answer questions
    regarding the affair of his
    department in Parliament.
    Council of Ministers rarely
    meets so the driving wheel of
    the government is the Cabinet.


    Additional Information
    Article 74 deals with the council of
    ministers to aid and advise the
    President:
    ○ There shall be a Council of
    Ministers with the Prime
    Minister at the head to aid and advise the President who shall,
    in the exercise of his functions
    act in accordance with such
    advice.
    However, the President may
    require the Council of Ministers
    to reconsider such advice
    (option added by 44th
    Constitutional Amendment
    Act 1978) and the President
    shall act in accordance with
    the advice tendered after such
    reconsideration.
    The advice tendered by
    Ministers to the President shall
    not be inquired into in any
    court.

    Article 75 deals with the other
    provisions as to the ministers:
    ◦ The Prime Minister shall be
    appointed by the President
    and the other Ministers shall
    be appointed by the President
    on the advice of the PM.
    ◦ The Council of Ministers shall
    be collectively responsible to
    the Lok Sabha.
    ○ A minister who is not a
    member of the Parliament
    (either Rajya Sabha or Lok
    Sabha ) for any period of six
    consecutive months shall
    cease to be a minister.
    The ministers shall hold office
    during the pleasure of the
    President.
    Collective responsibility relies
    on the 'notion of solidarity, i.e
    a single vote of no confidence
    against a minister can lead to
    the resignation of the entire
    council.
