    Article 75 provides that the Prime Minister shall be appointed by the President, with the other ministers being appointed on the advice of the Prime Minister, by the President.


    Further, the 91st Constitutional Amendment Act 2003 added the provision that the total number of the council of ministers, including the Prime Minister, cannot exceed 15% of the total strength of the Lok Sabha. The ministers hold their office at the pleasure of the President.
