Which Act did provide powers and functions to the LAHDC?

The LAHDC Act 1955, provides following powers and functions to the Council :
1. It imposes certain taxes on trade and businesses like theatre, cinema, on owner of animals and vehicles which are hired for some purposes, on boats, on pilgrimage, on mills etc.
2. It provides basic amenities like public health and sanitation, hospitals, dispensary, education, etc. to the folks of districts.
