Who first explored the possibility of railway line in Jammu and Kashmir?

The city of Jammu is the rail head for the union territory of Jammu & Kashmir. Rail transport is limited in Kashmir due to high mountains. Maharaja Pratap Singh was the first who explored the possibility of a railway line connecting Jammu with Srinagar in 1898, but he was not successful.
