    he phrase "agree with" is used for referring to agreeing with a person, and the phrase "agree to" is used for referring to agreeing with a non-person.

    i think with is also correct. with is used when you agree with the idea but you may or may not get involved.
    To is used when you are ready to get involved and commit to the idea.
