Let the amount of bill = Rs. x
According to the question,
$$\eqalign{ & \Rightarrow \frac{{4x}}{{100}} = 13 \cr & x = \frac{{13 \times 100}}{4} \cr & x = {\text{Rs}}{\text{. 325}} \cr} $$

Alternate :
Let the amount of bill = 100 units
4% of 100 units = 4 units
