In case of blank operation, die is made exact in size and hence clearance is provided on the punch ...hence provided answer is correct option: (a)

answer is B
because in blanking operation blank is useful so clearance is provided on die not on punch
in peircing operation clearance is provided on punch because blank is waste part and sheet is useful
