    Present participle must be used after "with a view to,get used to, look forward to and be +used to"

    The answer is not understandable to me because when we use passive form that means the subject is not doer and the meaning is passive means subject does not work it is done by something or someone......if we fill the gaps with option C (can... live....) then the subject can be the doer and we can get a nice answer.....


    If you have other explanation please give... Otherwise it is obscure to.me to accept "can be we lived without water? " as correct.

    Answer D Note that any verb after "with a view to" is in -ing form

    I've objection with this answer.
    According to Toefl... After "with a view to, look forward to,ought to etc" v+ing is used
