'But' does not make sense to me.
Had the context been given one would have comprehended it easily. Is it a race contest which requires ticket? If it is so then 'but' would be the better option

The correct option is "but". The phrase "Run fast but get your tickets" means that you should run fast in order to get your tickets, but you should also make sure to get your tickets. "As" means "while" or "at the same time as," "otherwise" means "if not," and "and" is a conjunction that can be used to join two clauses or phrases.
Examples:
1. "Work hard but take breaks"
2. "Exercise regularly but listen to your body"
3. "Save money but treat yourself occasionally"
4. "Be kind but stand up for yourself"

Run fast but get your ticket could be grammatically correct. But it implies that you need a ticket to run.
The following two sentences are more relevant.
Run fast as you get your ticket. ( means: when you get the ticket you must run fast)
Run fast and get your ticket. ( means: Otherwise you ma not get the ticket)
