    i think instead of ' is consist of' , 'consists of' is more appropriate.

    it should be... The education council CONSISTS OF then members....
    bcuz education council is singular and followed by singular verb only...
    "is" followed by -ing form only in continous tense and followed by -ed in passive voice..
