why its not MODI because it uses the current solution to verify optimality

The answer should be C as MODI method is used to verify the optimality of the solution. While Least Cost method and Vogel's approxmethod is used to find the solution of a transportation problem.

the answer should be Vogel's approximation method.

The answer should be MODI method, as it gives the optimality, not LCM, LCM only calculates the initial feasible solution, not the optimal solution.
