    External diameter, D=25cm.
    Internal diameter, d=15cm.
    Eccentricity to avoid tension= (D^2+d^2)/8D.
    =(25^2+15^2)/(8*25)=4.25cm

    Using the formula
    D^2+d^2/8D.
    You'll end up with 850/200 =4.25 cm
