I. The Government's subsidy comes from the money collected by way of taxes from people.
II. The Government while giving subsidy may have stipulated certain uniform conditions regarding fees.

Correct Answer: Option B
Nothing about the source of Government's subsidy can be deduced from the statement. So, I is not implicit. However, II follows from the statement and so it is implicit.
