B. were

C. had

D. are

The sentence "One of the students was absent today" is in the past tense. The past tense form "was" is used because the action (being absent) occurred in the past relative to the time of speaking, which is today.

The answer "was" is correct (among the options)
Today does not always imply a present tense. The speaker could be talking
about an earlier part of 'today' which now past.

It is impossible to use 'was' because the sentence is in present form.

How come the right answer is “was” in this sentence?
The “today” indicates that its in present tense, so “is” is supposed to be the answer.
