I think answer is - "The number of tourists is expected to rise BY seven to ten percent in the next ten years".
We are comparing no. of tourists so it can't be in terms of %. But we can use " By" .

"FROM SEVEN TO TEN PERCENT" here FROM is removed because, in sentence we are assuming or expecting that the number will rise its not true and not a final figure. So FROM is used when we have some data with proof. clarify you with an example...

eg. GDP OF INDIA WAS RISE FROM SEVEN TO TEN PERCENT IN LAST YEAR.
