Article-213 confers power to Governor to promulgate ordinances anytime except when Legislative Assembly or where there is Legislative Council, both the houses, are in session. Ordinance issued by Governor is subject to approval of state legislature and it must be approved by state legislature within 6 weeks of its reassembly, otherwise it will cease to operate.
