A Commission under S.K.Dhar and a Congress Committee under Jawahar Lal Nehru, Sardar Patel and Pattabhi Sitaramayya (JVP Committee) examined the feasibility of re-organisation of states on linguistic basis. Both did not favour a linguistic base.
