3 should not come
Numbers should be 1 and 2
But presence of 3 is not making it base 3

IF YOU TAKE BASE 2 :
possible digits are 0 or 1 so,total 2 digits are possible
Like wise, For base 3:
possible digits are 0,1,2
But, here the NUMBER is '123'
'3' is not in the list of base_3 digits.
