Percentage of sugar in 4 litres mixture.
$$\eqalign{ & = \frac{9}{{5 \times 4}} \times 100 \cr & = 45\% \cr} $$

sugar = 40/100 * 3 = 120/100 = 1.2 liters
percentage of new sugar
= 1.2/(3+1) * 100%
= 1.2/4 * 100%
= 0.3 * 100%
= 30%
