As per Section 2(1)(c) of Consumer Protection Act 1986, 'complaint' means any allegation in writing made by a complainant that
(1) An unfair trade practice or a restrictive trade practice
(2) The goods/services bought/hired suffer from one or more defects/deficiency
(3) A trader or service provider has charged a price in excess of the price
(4) Goods/services which are hazardous or likely to be hazardous to life and safety of the public when used
